As part of its cooperation program to the Solomon Islands, in 2005, AusAID elected to undertake an in-depth review of the country's long-term training needs.

- identify and assess relevant global and regional trends and mechanisms in formal tertiary/vocational training and their applicability to Solomon Islands, taking particular account of options for flexible and appropriate delivery mechanisms
- review Australian scholarship programs to the Solomon Islands and assess their roles in addressing HR priorities
- assess the capacity of current Solomon Islands-based institutions to cater for AusAID scholarship programs, and the potential for scholarship programs to strengthen the training industry within Solomon Islands
- identify and recommend options and strategies for future AusAID scholarship programs including size, levels, types, in-country, regional and external training and related management and contracting structures
- identify and recommend options and strategies for strengthening harmonisation, coordination or integration of scholarship processes with the counterpart government and donors
