Roger Ley
Managing Director

Roger has over 25 years' experience in international project management. He has directed and managed large, complex governance and public sector strengthening projects such as the Ombudsman Commission Institutional Strengthening Project (OCISP) and Information and Communication Technology (ICT) Capacity Development Project that require: supervising consultants; negotiating with different stakeholder groups; fostering capacity building; and implementing institutional reform.

Roger has international project experience in Indonesia, the Philippines, Papua New Guinea, Iran, and Southern and Eastern Africa, and has worked with agencies such as AusAID and the World Bank. The most recent World Bank project that Roger oversaw was the Feasibility Study for the Regional Multidisciplinary Centre of Excellence in Mauritius .

Allison Ley
Educo Co-Director

Allison has almost 20 years experience as researcher, editor and project manager at the Australian National University's Research School of Pacific and Asian Studies. She has published on governance, political processes, and gender issues in Papua New Guinea, East Timor, and the wider Pacific. Allison has a Masters in Development Administration specializing in Gender and Development and Institutional Integrity, and has pursued further studies in Bahasa Indonesia. She is a Council Member of the Australian Institute of International Affairs.

Vili Caniogo
Program Manager

Vili oversees and manages two multi-year capacity development projects in the Pacific. Prior to Educo, he worked as Trade Policy Officer for the EU-Funded Pacific Regional Integration Project (PACREIP) at the Pacific Island Forum Secretariat, as well as a Chief Manager at the Reserve Bank of Fiji.

Vili has a Degree in Business (Accountancy) from Massey University, New Zealand, a Masters Degree in International Trade and Investment from Deakin University, Australia, and is currently studying for a Masters Degree in Policy and Governance at the Australian National University. A Fijian national and conversant in Fijian and Hindi, he has networks across wide sections of Fijian society.

Francis Hutchinson
Project Development Consultant, Singpore

Francis manages business development and applied research projects for Educo. He has a background in governance, public sector management, and education. Francis has a PhD in Public Policy and Administration from ANU, as well as degrees in Political Science and Development Studies. He has carried out research on issues such as governance, state effectiveness, anti-corruption, taxation, and education policy for AusAID, the World Bank, UNICEF, and UNESCO. A long term resident of Central America, he speaks fluent Spanish as well as French.

David Burt
Team Leader, Solomon Islands

David has over twenty years experience in the design, development and management of Information & Communication Technology. He has had considerable success in developing high quality development and support teams consisting of both technical and non-technical personnel in Australia, PNG and the Solomon Islands.

David has a Masters Degree in Business from Bond University. He is a Fellow of the Chartered Institute of Management Accountants (CIMA) (PNG), a member of the Australian Institute of Management (AIM) and a member of the Australian Computer Society (ACS). David has worked with ADB and AusAID as well as with the Australian Department of Defence and Australian and PNG Universities.

Michael Squirrell
Information and Communication Technology Support Advisor, Solomon Islands

Michael is currently working as an Information and Communication Technology Support Advisor for the Solomon Islands Government. His 13 years of experience have been focused on the feasibility, design and implementation of robust ICT infrastructure across Australia, Asia and the Pacific. Recent successes include building capacity within the Solomon Islands Government ICT Support Unit to design, cost and implement ICT services across Government Ministries with minimal assistance, and providing advice to aid donors to ensure a more unified approach to the rollout of ICT across Government. In previous roles, he has managed large project teams and sub-contractors, and worked closely with business change leaders to ensure a good fit between new ICT solutions and business drivers.

Michael has an Honours Degree in Computer Science from Kingston University in London and a Postgraduate Diploma in Management from the Macquarie Graduate School of Management, Sydney. He is progressing towards completing his MBA part-time.
